Do you really think the article found in the original post contains enough information to think one way or another? No information on whether he was carrying a load across the boarder. No information if he provided all the proper identification and if the identification was correct for the material he was carrying.

The only thing that can be taken from the original post is that Seventh had a hard time reading the article and his attempt to directly link the action (foreshadowing!!) with the law in AZ that hasn't even been enacted yet to actions of federal agents is well worth the lulz.

I don't know where you're going with your example. The cop observed 3 guys looking like they were casing a store to rob. You think the cop should have been required to wait until they started robbing it?
 
A cop cannot detain you because you are not carrying any form of paper ID or refuse to provide one.

But you are required to identify yourself, and if the cop has a suspicion you're lying, can bring you in until you produce proof.
