"Stop and Identify" laws basically give cops the right to stop and ask you who you are for basically any little tickle they have in their shorts. Basically the cop has to have reasonable suspicion that you have committed, are going to commit, are thinking about committing, or are thinking about being an accomplice to a crime in order to stop you and ask you who you are and why you are there. Hence the "Terry Stop". They don't have to think that you have already committed a crime.
 
Hence why they are allowed to racially profile. If they are in response to a dispatched call regarding a crime involving a "described" vehicle or individual/s, certain people may be initially detained.

What does this have to do with the AZ law when the story says it was being handled by the federal agency ICE?
