No, like I said, reasonable suspicion is that a cop needs suspicion based on a REASONABLE INFERENCE that you have committed, are in the process of committing, or are about to commit a crime. There's a big difference. "I don't know you, and some stuff sometimes happens here" is not reasonable suspicion.
