The fan would engage if the engine is hot so that's normal but I'd pick up a anti-freeze tester from walmart etc and with the engine cold you the tester and find out how good the quality of the anti-freeze is and what it's mixed to.I'd have it mixed 50/50 or for at least -40. Hope that helps...
