Of course. But it's not feasible to take over the place because of the politics involved. If it was just civil war, no problem, take 100 people and kill everybody in sight until they stop shooting back. But it's not just somalia, it's the 70 other countries that are staking their claim there. Look what happened when Executive Outcomes went to work- the UN had a complete bitch fest. Somalia (and the rest of Africa) is being carved up by conglomerates that have military backing of their respective countries. I know you are being sarcastic but telecom is huge in somalia. For the CEO of a large enough company with enough political clout, then Somalia might be a better option.
Better places to go for libertarians are eastern europe, caucasus, south america. All of them have relatively weak governments so you can get away with pretty much whatever you want, without getting killed by UN peacekeepers in the process.
