In the US, students from low income families are able to qualify for free breakfast as school, because otherwise some of them might not get a proper meal at home. Some may have working single parents, for instance. Low income families do qualify for food stamps, so they should theoretically have access to food, but in reality it's often not spent well. Students who are hungry can't be expected to learn.
At most schools this is a fairly limited program, but West Virginia is the very poorest state in the US, and this school specifically was chosen because it's one of the poorest and fattest parts of the country. So they probably have a much higher than normal ratio of students who qualify for this program.
Of course if they're feeding them crap, then it does kind of defeat the entire purpose.
