On animated action shows in which there is conflict between hero and villains, and they don't use the same villains in all of the episodes. But most of these shows have a main villain, that appears in the most episodes and is the heros arch enemy.
What shows do you feel they use the main villains to much, and either don't give the other villains a chance to shine in the spotlight, and / or run out of good plot for the main villains.
Here are some that come to mind, you might disagree with me, and I think these are all great villains, so don't mistake this for saying I don't think they should have ever excisted. Ironicly all of them are from Disney.
Duke Sigmund Igthorn (Gummi Bears)
Beagle Boys (Ducktales)
Drakken and Shego (Kim Possible)
Another note, while I don't think they use the Huntsclan to much, I think American Dragon: Jake Long should have had some more Dark Dragon episodes.
