That's true. But I've compared handsets in the same situations on the same carrier and especially as far as canceling background noise goes, for your caller, they very wildly. I have an old Ericsson T28 (my first cell phone) that still beats every N series phone I've compared it against hands down. Handsets also vary wildly in terms of earpiece volume. Most cell phone manufactuers have just stopped trying.
I guess in actual practice I've just had a lot more problems stemming from the handset, than the carrier.
It's funny, because there is a lot of focus on noise cancellation now with the popularity of bluetooth headsets. But for some reason that technology is not carrying over to the handsets themselves.
