I disagree. A big part of Ribbons menace is the uncertainty and mystery. CB is not a clear cut band of heroes so for all we know for most of the series the lies that he said could have in fact been the plan. Ribbons existance was to play a major part in leading humanity into a better future for the species but his ego couldn't accept such a sub servient role. Why coordinate and assist when he could rule with an iron fist? Contrast that with Setsuna. Setsuna wants to understance the nuances of the world, why humans constantly clash, etc. Him becoming the first human Innovator is thus a good thing because he already has the desire to use his new abilities to unite others but not rule them. He is the direct opposite to Ribbons, who for all his bluster is ultimately small and petty. Both Tieria and Anew showed that Innovades could be accepted by and build a future with humans but such would never please Ribbons, to the degree that he misled siblings such as Revive and Hilling. There's even an ethical debate which Sumeragi and Billy sumeraise- is it better for humans to live freely and possibly cause their own extinction or let Ribbons rule them and endure under limited freedom but effective peace? Ultimately, Ribbons goes against the major theme of the series- that change will only come with understanding. Ribbons doesn't want to understand anyone. He wants a world where he is treated as God and his word is absolute law, to the point where he controls your very mind. Everything good about the final stages of the plan was horribly perverted by him for his own glory.
