I actually love both SP and Dylan. The only Dylan albums I really don't care for are Desire, Infidels, Oh Mercy, World Gone Wrong, and Knocked Out Loaded (and even those have their moments).
I actually like GCW; it's an example of a flawed masterpiece to be sure, but it's very interesting. I'd rank it ahead of Almost Blue, King Of America, The Delivery Man, When I Was Cruel, and a few others.
But let's see...my picks:
Bruce Springsteen- The Rising, Devils & Dust, Magic; God, when will he realize that hiring Brendan O'Brien was the worst decision he ever made? Human Touch wasn't this bad.
Elvis Costello- North; Does this really need more explanation?
Buzzcocks- Trade Test Transmissions: Why???
The Who- Quadrophenia- Apart from 5:15, Love Reign O'er Me, and The Dirty Jobs, there's nothing here that's very interesting, which is a shame, because conceptually, it's miles ahead of any other Who album.
