If the relay is good and fan motor is good, outside of a bad connection theres only one thing left and that would be the sensor sending unit just off the thermostat. I never had one go bad though.....

Call your ford dealer, I am pretty sure there is a factory recall on the very thing you mentioned, they should fix it for free. They did fix my 97 model, took about 2 hours and no charge.
