Had similar problems with Crown Vics before. Problem was a defective ignition module. Routine check on module didn't indicate problem because the module operates correctly most of the time. Fixed problem by installing a used module at minimal cost.

Obviously there's a short in the wiring somewhere, most probably under the dash. Unfortunately the answer is to have someone find and fix the short and that probably will mean a trip to a pro. Doesn't have to be the dealer but should be a specialist in electrical problems.
