Will a Rockford Fosgate Punch P400-4 power a polk db1212 sub enclosure?

Not very well.
What you have is a Polk db1240dvc wired with the coils wired parallel giving you 2 ohms at the box terminal. The sub is best run with around 350w rms.

The punch amp will give you 50x4 with each channel driving 4 ohms. 100x4 with each channel driving 2 ohms or 200x2 with each pair of channels bridged driving 4 ohms.

As it is you'll have 2 channels occupied by the 5x7's leaving 2 to run the sub.
Since the box is 2 ohms you can't bridge the other two channels. You'll be left using only one of the amp's remaining channels getting the sub around 100w rms. You'd get more output if you could find a sub that has either a single 4 ohm voice coil, or dual 2 ohm voice coils which could be series wired for 4 ohms. That would allow you to bridge the amp getting 200w to the sub.
