Why is public nudity considered to be so taboo in many different societies and cultures?

I know there are some places where nudity is quite normal and not thought of negatively at all but it seems that the majority think otherwise. Why?

Some people find nudity offensive when it is perfectly normal.

Most people have Victorian values concerning nudity. Therefore they frown upon the naked human body. This is silly as the human body is a beautiful thing (with some exceptions). Perhaps the lawmakers were totally dominated by religious preferences and not too many would like other men looking at their naked wives and daughters.
In today's societies, male party parts are considered gross to see (even the shape) through clothing yet okay in private. Go figure.
Guess we're still pretty immature and unsure of our own selves after all.

i don't think being naked is bad at all.it's art and beautiful.but only if you work out.i don't need or want to see a 45 year old man or woman with no clothes on...btw i'm 14 and straight....i want to model and i'll do nude shoots(not playboy but classy like vogue or w/e)
