Why is communication different amongst different cultures?

What are some key communication competencies/abilities needed to communicate more effectively with people who are culturally different from you?
This is a question i need to answer for a class. I am not asking the question to use someones answer, I am just interested in other peoples thoughts (besides classmates) on the matter.
 
Peoples underlying thoughts are more or less the same, so some psychic ability is useful. Of course not many people are psychic, so you need to make do with body language cues. If you have a level of empathy, that's also helpful.
