sounds like it is flooded,pull the spark plug or plugs and see if they are wet with fuel if so crank the engine over for several seconds and do this a couple of times to get the fuel out of the cylinders,blow the plugs out and try to start it again and run it to clean out the unburned fuel,also check for spark before putting the plugs back in could be a bad plug.
