Why do some public school educated people think preident Hoover was a "do nothing" man?

In school I learned that Hoover sat back because he believed in free market laissez-faire, and did nothing to help to stock market crash. If that is indeed true, I would like to know why FDR accused Hoover during the 1932 election of having "the greatest spending administration in peacetime in all history" and criticized him for believing "that we ought to center control of everything in Washington as rapidly as possible." FDR's running mate John Nance garner said that Hoover was "leading the country down the path to socialism" kind of funny actually, he promised change and turned out to be the exact same, sounds familiar to me
