Why can't my friend kick high in dance?

My friend almost has his right split and every time he kicks, grande batma', he struggles to kick higher than 90 degrees. Why is this? He has been dancing for 3 years but shouldn't his kicks be higher if he almost has his split. I almost have my splits aswell but I can kick to my head, well considering that I have been dancing for 11 years. Could it be his leg muscles aren't strong enough? If so, how could he improve this?
 
His leg muscles probably aren't strong enough. There are many exercises he can do to improve his kicks. One of my favorites is-
Lie on your side, left or right, with your legs on top of each other. Kick the top leg up as far is possible. Do 100 reps a day on each leg. It strengthens the kicks and makes them higher. It much easy, and it helps a lot! It is really effective.
