Why can't I use custom ringtones on my cellphone?

I wanted to use a funny quote from a video game as a ringtone on my LG Banter, but my phone won't let me. when I recieve a audio text it goes to my audio, not my ringtones. why do phones do this? and which phones allow this? because I want to upgrade to a phone that allows it.
I know it's possible
