Why can I not send ringtones to my phone?

Every time I try to send song ring tones to my cell it doesn't work because I never get the 4 digit pin that you're supposed to enter. I know that I'm getting my cell number right and everything, so why am I not getting the message? I have tried lots of different sites and none of them work.

are you normally able to send/recv text messages?
can you normally access the internet on your phone?
have you recently bought a ringtone from your cellphone service provider?

if you say yes to all of these things, it might be something wrong with the website you are trying to buy from. call your service provider and see if there are any types of purchase blockers on your account.

do the websites say they will work with your provider and in your country?\
