The title seems so racist, I know. There are a lot of blacks in the south who have managed to push past the barriers set in front of them and done well. But still, statistically most A.A's (african americans) aren't doing so well. So to help all of the people asking questions about it I'm just going to put it here:
So during the reconstruction period people sought to improve the lives of blacks in the south but there was a lot of resistance from the white southern leaders. So soldiers and northern republicans were sent down to the southern governments to basically run the south and guard the blacks.
This was doing alright but then the election of 1876 came around. Republican Hayes wanted to be president but the south didn’t want this because the south was all racist democrats at the time. So the Compromise of 1877 let Hayes be president if he agreed to remove all troops from the south and basically turn his back away from the south.
This compromise basically screwed the freed blacks who had no protection, no education (you don’t have an education as a slave and the freedmen’s bureau failed), and were persecuted by the whites who remained in power. So the state of the south and the fate of the blacks would remain bad until the Civil Rights movement of the 1950s and 1960s.
That is (put simply as I can) why African Americans in the south haven’t made a lot of progress. Not that that is the sole reason for this but it’s a huge factor.
The Civil Society Institute’s Results for America (RFA) project and Advocates for Children of New York did a report that showed that 75% of all whites pass high school and only 50% of all black students.
