Why are kickers so pathetically weak?

If you happen to tap into the kicker or punter, it's a 5 yard penalty. If you push the kicker or punter, it's a 15 yard penalty. If you almost block the kick, fall, and then the kicker chooses to put his leg down on you, you get a 5 yard penalty. WHY CAN'T KICKERS JUST BE REAL MEN. They play in the NFL. Yes, they deserve some protection, but tapping one lightly should not get you a penalty that can turn a fieldgoal into a touchdown, leading you to lose by one point.
 
All they need to do is kick. They don't need upper body strength.

And the no touching or pushing is just a rule. Would it make sense to allow the runner in baseball to intentionally ram into the player who is about the throw the ball? No.
