Top soil is a mixture of sand-sized particles and smaller silt sized ones plus vegetable matter etc. Sand has big gaps between the grains and drains very fast and also has high permeability. The silt siazed particles hold back the water eg clayey soils are poorly draining. Canals are lined with clay to keep the water in. sand dries fastest - look at a beach as the tide goes out.
