indian culture is the best and most diverse.
I think the Hispanic/Latino cultures are the best IMHO. Well on paper at least, but unfortunately the best cultures are actually the ones that are nearly non-existant and focus more on other stuff like science and math and other stuff that was once explained as a very interesting beautiful theory have now been replaced by ugly, boring facts.
It is all a matter of perspective.
I personally feel that the whites and the East Asians have created the highest cultures. If you really want to rationally answer this without being biased you should examine which countries everyone wants to go live in. Why are all the immigrants wanting to go to white countries?

I don't understand how you "don't wanna be racist" and want to know which cultures are superior.
Answer: It's all a matter of perspective. In my opinion no culture is "better" than any other. They all developed under different circumstances.
