Where can a 14 year old who is severely under-educated go to catch up in his education?

I was just playing Brain Age with my 14 year old half-brother-in-law and was shocked to see that he didn't understand the most basic concepts of math. I was surprised by how far back I had to go to show him how to complete a simple math problem. He wouldn't be able to get a job making change at Starbucks with his education. Where could he go that would teach these valuable skills to a 14 year old? He's actually pretty well behaved, and pretty sharp and insightful...he just hasn't been taught the basics and has somehow been advanced through school all the same! Also, he's no delinquent, and he's very small for his age.
 
If money is not an issue, you can go to a learning center like Sylvan learning Center or Kuman. You can also find a tutor. Also, you could talk to the public school system to see what options are available.

It is nice he has someone that loves him so much.

what country are you in--

in the US--it is teh public schools responsibility--does he have a learnign disability--has he been tested--does he have an IEP--has anyone tried addressing this with the school?
 
Well if he has a Tutor at school they should be helping him. If you live near a Sylvan learning center, they will take people of all ages. YOU can help him, by looking things up online and then explaining them to him. But other than that i don't have any other ideas.
