When one person says to another person, "By the grace of God you are not mad,"...

...what is he or she implying? I can't figure out why someone would pray, "You, by the grace of God, are not mad." What does a statement like that imply? That the person being spoken about might be a mad man? Or taken possession of by a fallen one?

Or is this a way to respond to being forgiven of something done wrongand the other person didn't get mad.
