When buying land, should the ability to be able to build on it be taken into

consideration? Does the price depend on wether or not the land is stable enough to be built on?

What I am trying to say is, Would marsh land be cheaper than say, a field?
Sorry, forgot to mention I am in UK :-)
 
The cheapest land is crumbling, cliff top land which is gradually falling into the sea. The list after that is as follows.
Adjacent to a nuclear plant
Within 20 miles of Heathrow
Next door to Jeremy Clarkson
Mangrove swamp
Helmand Province
