for some asian countries it's debut 18
so what is it for the chinese culture?

I think for Chinese, they celebrate it around 18 as well.
At the same time, after 12 years, their birthday is celebrated because it's an anniversary of the animal year in which they were first born. (e.g. a person born around 2000 would be in the year of the Dragon) In 2012, that person will celebrate their maturity and growth. It's not really a major important event but it has some significance.

Also, elderly persons are celebrated around their 60th birthday. Similar to a retirement phase/party. Every 10 years after is celebrated as well.
