what should I pay for a clean kawasaki 2000 w650.?

Oh man, these retro-bikes are EXPENSIVE. I live in New Zealand (look it up) and ones that old go for about the same price as my 500cc maxi-scooter was new: around NZD10k, which is about $7300 US. Don't you guys have something called a Kelly's Blue Book? Check it out.
 
They are good bikes, just aimed at a very specific sector of the motorcycling public - those who want and old 60's Trimph or BSA without the mechanical failures.

I might give $3,000.00. But that's just me.
