What part of a culture/race makes up genital size?

Don't be offended by this, but why men of African descent have larger genitals than the rest (supposedly same with women.)
Discuss.

And if people think I have the wrong ask forum, here;
Anthropology: the science that deals with the origins, physical and cultural development, biological characteristics, and social customs and beliefs of humankind.
No it's not?
Just in case people are confused, here how it goes due to SOLID scientific study:
African men: averaging 7-15"
White men: 4-7" (AVERAGE!)
Asian men: 2-5 (aveerrraggee)

So how is this?
And for all the people who are saying things like, "There's more to life than penis size," I know there is. This is just a question. I don't care much for it.
 
So you're saying when White racists in the past measured skulls of different races, it really did determine intellect and who is superior? Ok I see.

Anyways I don't care about size, only insecure men do.
