what is the ideal length for my CB antenna ?

I have an antenna that is a 37" (mag-mount) whip. The lowest SWR I can get is 1.5. What would be the optimal length to get the best SWR. I know half length of the frequency is the best antenna length...I'm tuning for ch 20.
