I am searching for material on the subject but am finding it difficult to find. I would be very grateful for any help.
Thanks in advance.

i've never heard that expression before. like a judgemental persecutive culture? i don't know, soz.

I think that it is connected with the harmonisation of different legal systems which have been brought together as the result of eu legislation and which sometimes seem to make strange bedfellows. http://www.europarl.europa.eu/facts/4_11_4_en.htm

Good question - look forward to reading your answers - frankly if the phrase Judicial Culture is being used at all it is quite a sinister development.
