what happens if I did not charge my 10 farad rockford fosgate capacitor?

I just installed it from positive of battery to positive of the capacitor and negative of cap to chassis>>>>>> i was just wondering since some one told me that you had to charge it or else it will not work,, but someone else told me that it does not matter if its charged or not... that charging was just to prevent the high charge spark that could result in damage or harm.......
