Actually...around town, it will. The 650R does have less HP than its in-line 4 counter parts, but it does have MORE torque. I can tell you from personal experience, that in town the 650R will run with any other in-line 4 600cc bike. The real difference's between the bikes is seen in two places.
The freeway - You will get smoked...don't even bother
The Curves - If you have the skill you can run away from those other 600's in the curves. Since the 650r's parallel twin has more torque you can run into the curves faster and open the throttle up sooner without having the extra power push you out of your line.
I had a 650R back in 2007 and it was a great bike. I switched to a CBR1000RR and although I love it, Im slower in the curves now then I was with the ninja. The bike has too much power to really get into it leaned over while riding the streets.....The track is different, but the streets...sometimes I miss the 650R
