To increase the boiling point of water, you must elevate the vapor pressure.
Anything you dissolve in water will decrease the vapor pressure and therefore, elevate the boiling point. You must heat the water to a higher temperature to bring the vapor pressure back up to the boiling point. It makes no difference whether the solute is salt or antifreeze.
You can elevate the boiling point by increasing the vapor pressure by placing the water in a sealed container and heating it. This is why water boils at 255F (124C) in a car radiator.
