Your issue seems to be a large one. You shouldn't be charged for data, unless you actually use it.
Start right now by calling Verizon Wireless from a Landline phone. 1-800-922-0204 is their number. Follow steps. Once you are at the main menu, press 0 to quickly get to someone. Then enter the passcode or last 4 digits of the account holders social security number. Then request them to BLOCK all data services, including picture/video messages, internet, etc. Anything that can incur additional fees. Somethings, they may be unable to block...but block as much as possible. Then wait. See if the fees still pop up. If they do, then its disputable. Call back, and have them review the account and have them notice that everything is blocked...and then they'll credit it and further investigate it.
If it comes back with no data fees, then call back and remove the most important services you need. See if it bills you the following month.
With Data, it is difficult for representatives to assess the actual cause for the fee, so sometimes, you may need to go the extra distance and slowly solve the issue on your own.
Do as much as you can. Ask the representative "What can I do to prevent these fees from happening?" They will kindly walk you through the process.
Contact the BBB and the FCC is guaranteed not to solve the issue, since in your wireless contract it states that all issues will be delt with within the company. All issues will be reviewed by the Verizon Wireless judicial team, not the FCC or any other exterior organization. Supinas are the only exception. You can get one of these from a judge to force Verizon Wireless to release the detailed information, like the IP addresses.
