to install neons or not?

i want to install neon's above the foot peddles in my car to give a nice Glow on both sides. my question is.
1. is it legal to do this?
2 . what is the smallest size you suggest. the smaller the better i thinking cause it will be easyr to install.
 
get a 12 or 15 inch tube for each side...the size will not matter on how hard it is to intal..you sstill have to run the same wires to the same battery. might as well go big
