People are very simple creatures, no one is going to do something they know is wrong if they don't get something out of the deal... whatever that "thing" is can be considered a gift, it doesn't have to be cash money.

I hate to break it to you, but outlawing gift giving doesn't do anything worthwhile. I'll give just one example of something I'm personally familiar with.

GM has a very stringent polict about their employees (in management) receiving gifts. For example, every supplier, no matter how large or small, received a letter every November from GM. It stated in unequivocal terms their policy:

Any GM employee receiving a gift valued over $25.00 must immediately report it to GM, which will either return the gift or turn it over to a charity. At that point, the supplier will be permanently removed from GM's list of suppliers. Shaould an employee nrabroad
