I hate to break it to you, but outlawing gift giving doesn't do anything worthwhile. I'll give just one example of something I'm personally familiar with.
GM has a very stringent polict about their employees (in management) receiving gifts. For example, every supplier, no matter how large or small, received a letter every November from GM. It stated in unequivocal terms their policy:
Any GM employee receiving a gift valued over $25.00 must immediately report it to GM, which will either return the gift or turn it over to a charity. At that point, the supplier will be permanently removed from GM's list of suppliers. Shaould an employee nrabroad

ify GM, the employee will be terminated and the supplier will be permanently removed from GM's list of suppliers.

I always thought it was a good policy, but of course it failed to accomplish the purpose. Your idea would be no different.
