The answer is still no it's not safe.
If you can't put both feet flat footed and sturdy on the ground your not safe. If you've been riding for a while thhought it's still not ideal it's nto a big deal but for a new rider it's a terrible idea as you still don't have your balance down and just overall aren't an experienced rider, your still learning and will make small mistakes which if your on a bike you can control you can correct, however if your on a bike too big for you, you probably canot correct.
