Although he formerly opposed it, Clinton and others have convinced Obama to support the idea of mandatory minimal insurance (with tax credits for those who can't afford it and some exceptions as well). There was never any suggestion of jail time for refusing to get health insurance, perhaps a fine or something. But I'll tell you what, if you get sick, you stay home and die rather than going to the emergency room where the rest of us pay for your care and I'll support an exception for you.
It's impossible to say at this point whether or not this proposal will make it into any final bill. Some are for it, some are against it and there are currently 5 bills and all of them will change considerably as they are brought together and reconciled and the various amendments to those bills are voted on.
