nope. administrations have always had their own preference. Adams was completely different in his belief of central government

look into vertical farming.

with the rate of population expansion, we're not going to have enough arable land over the next 20-30 years to support our own people on domestic products

so the solution is to build skyscraper hydroponic labs. also cuts down on distribution costs, environmental pollution, pesticides, etc.
