Should a Kawasaki Ninja 250r be making this sound?

I have a BRAND NEW ninja 250r, its gone 150 miles, and I noticed when I listen to the bike while it idles, it inside the motor it resembles the sound of a small chain being dragged across the corner of something. Like if you put a chain on a desk, and pulled it off the side. It just does sound healthy to me.

The mechanic that's been working with these things most of his life said "you aren't going to get anywhere under 8,000 RPM." I've managed to keep it at about 5000/4000 RPMs throughout those 150 miles. I've done some engine braking, and I've never gone more than 2 minutes on a straightway.
 
The cam chain tensioner needs to be broke in. It's a flat arched piece of rubber like plastic that wears in to the contour of the chain. Be patient and follow break in procedure, if it still doesn't sound right after break in let warranty take care of it. The
 
What you describe sounds like a cam chain related issue. Left unattended, that can end up in a expensive repair. The bike should have an automatic cam chain tensioner. With that few miles, I'd take it back to the dealer and have them look at it, especially since it's under warranty. Even if they do nothing and something worse happens later, chances are Kaw will fix it even if it is out of warranty since the problem started before the warranty expired. If they do nothing at this time, stress that you want them to log the concern so you have proof later.
