i'm the little fish in a small office--i'm the youngest by far, paid the least by far, i've been there for the shortest amount of time, and everyone delegates down to me. if there is birthday cake set out on the table in the kitchen am i allowed a piece?

So you're a little fish. That does not mean you are Cinderella! Of course you can have a piece of cake - it is put out for everyone who works there.

And you are not going to go far in that office if you keep up that self-demeaning attitude. You may be the newest, least paid, but you *are* employed there, go prove yourself to be worthy of a promotion.

Yes. IME leaving out food for birthdays means it's for everyone. It would be a very petty minded person who would begrudge any colleague (and you are a colleague, little fish or not) a piece of birthday cake. But it won't hurt to ask, people will appreciate your manners.
