problems with a kawasaki ninja 250!!!?

okay i went to look at his ninja yesterday and when i tried to start it i would start up with the choke on and then i would try to ease the choke off and the bike would stall out completely it would also stall if you tried to put any throttle too i let it warm up and everything its an 02 ninja 250 and she has had it sitting for a while she only wants 1400 for it what the heck should i do this is the first bike im willing to buy and i really don't know whats wrong with it any body please help it only has a 1030 miles on it! please tell me if its worth getting please give me so detailed info on why i should get it to show my mom that its no going to be a waist of money thanks!!!!!
 
How long is "a while"? Could be that the fuel has gone "off". If the engine isn't noisy , it hasn't been dropped and has the correct oil level, you might be on to a good thing. Fresh tank of juice and away you go.
Not sure about prices as I don't live in the US but from what I have seen on here, it sounds like a good deal.
If you buy it, change the oil and filter straight away. Check the tyres too. They would be the originals from the factory and may have perished with age.
