problems with a kawasaki ninja 250!!!?

okay i went to look at his ninja yesterday and when i tried to start it i would start up with the choke on and then i would try to ease the choke off and the bike would stall out completely it would also stall if you tried to put any throttle too i let it warm up and everything its an 02 ninja 250 and she has had it sitting for a while she only wants 1400 for it what the heck should i do this is the first bike im willing to buy and i really don't know whats wrong with it any body please help it only has a 1030 miles on it! please tell me if its worth getting please give me so detailed info on why i should get it to show my mom that its no going to be a waist of money thanks!!!!!
 
If it has been sitting any amount of time, there id probably trash in the carb(s). Personally, I would not pay that much for it if it was not running properly.
 
it is worth because it is a kawasaki 02 with only 1030 is not that many miles at all and it better than honda but if it has some problems with stalling just work on a tune up that is change the spark plug, wire and the fuel filter and clean the carburetor if you can do it good if not it take like 200 dlls at 1600 is still a good price
