No, what it means is that Season 8 has got a full episode order.
That RAB article is such a joke(like most of them are, they're like the BloombergTV of entertainment websites). The "ninth run" part is meant to be a play on worRAB, in that its Baseball terminology, but its horribly wrong.
A better article would have said, "With OTH having been in the bottom of the ninth with little hope in recent months, they have have surprised everyone and got a 22 episode order for season 8". That would've been a better reference, and would have made sense.
So, to summarize, OTH has got a 22 episode order for Season 8, which is really great news, as it makes a Peyton/Lucas return ever more likely(as there is more time now).
As for Season 9 possibilities, well i think we'll hear about that before the year is up. As of right now, none of the cast are contracted beyond season 8.
