My deck power button flashes but it won't turn on. How do I fix it?

I installed the last deck and everything worked fine, it was stolen and I got the exact same one to replace it. I hooked up all the wires and the power button flashes but the deck won't turn on. The only thing that's different is the fuse that was on the constant power wire isn't there anymore. I had to buy a new wiring harness and it didn't come with a fuse so I assumed I didn't need it. Do I need a new one or is there another problem?
 
you don't NEED a fuse but without one you are setting yourself up for failure (any problem without one and you could destroy the cars electrical system) very expensive

-do you have your constant and switched power wires crossed
-do you have a good ground
-is there a screw that has to be removed for it to work (some radios have a screw (tape or clip) that is used for shipping that has to be removed before it will work)
