made some corrections since my origional post:
I am going to assume this is legit, and I don't really care anyway, the information is out there, you just have to know how to find it and use it:
To answer your question, possibly yes a '98 ZX9 keyset may work as a replacement for the '00 ZX9 keyset.
If you look up the Kawasaki OEM parts for both model year bikes, the ignition switch are largely the same and all of the surrounding pieces (mounting brackets, wiring harness', etc) look the same.
I went here for the 2000 ZX9:

If you look, the parts are not only basically identical, but they are the same parts. I did a quick skim over, so make fully sure they are compatible. I don't know how they are mounted on these two different bikes but most bikes maintain the same design over several or even many years so I will assume it is all the same.
You can go to ANY site that sells Kawa Factory OEM parts and they should have a look up like what I have shown you. Anytime you need a part or to match anything, look at these OEM lookups first.
