Either dealer, or through Craig's List locally so you can go inspect the bike in person before buying. (May want to take along a bike mechanic.) Examples:

Im 17 years old, gonna get a permit and gonna buy kawasaki ninja 250r. In Kawasaki homepage, it is $3999. but i have only $3000. so, im gonna buy used one. so,
1. How much is used kawasaki ninja 250r?
2. Which should i buy it? internet or offline?
3. Where can I buy it? (I live in Beverly Hills, Los Angeles)
 
you can get a used one for around $2500. You should buy it from a reputable dealership unless you know enough about bike that you can spot crash damage and faulty wiring. You should buy it in person so that you can look at it, sit on it, test it out, and see if it fits you.

In my opinion, if you plan on keeping it a while, you should get the new 2010 model. It has a new faring style and looks way better then the older models!
